The Maritime Zone Problem (And Why “Beachfront” Is Tricky)

Here’s the legal reality first: in Costa Rica, the first 200 meters from the high tide line is the maritime zone (zona maritimo terrestre). The first 50 meters is public land — nobody owns it, period. The next 150 meters can be leased through a concession from the local municipality, but foreigners generally can’t hold concessions directly without significant restrictions, and most lenders won’t finance concession property at all.

What this means in practice: true “sand-to-your-door” beachfront ownership for foreigners is rare, complicated, and usually expensive — we’re talking $500,000 and up for the handful of titled beachfront parcels that do exist in this region. If someone is advertising a $250,000 “beachfront villa,” read the listing carefully. It’s almost always describing proximity, not a titled beachfront lot.

In the Dominical and Dominicalito area, I regularly see 2 or 3-bedroom homes priced between around $600k-$700k (for example in Canto del Mar), located 300-800 meters from the beach.  Uvita’s Bahia neighborhood has small homes from $250,000 and up, but generally around $400k-ish within a 10-15 minute walk of Playa Uvita and the Whale’s tail.

Lot sizes at this price point typically run 200-500 square meters, with homes between 80-140 square meters (roughly 850-1,500 square feet). Don’t expect granite countertops and infinity pools — these are solid, functional homes, often built by local Tico builders or earlier-generation expats, sometimes needing some updating.

What to Watch For

At this price range, due diligence matters even more than usual. Check the title carefully — make sure it’s a “concesion” or “titulada” (titled) property, and confirm which one before you get attached. Confirm there’s a registered water source (carta de agua disponibilidad) — water access is not automatic in rural areas. Look at the access road; some properties at this price are down unpaved roads that become difficult in the rainy season (May through November). And factor in that “walk to the beach” can mean very different things depending on terrain — a flat 600-meter walk is very different from a 600-meter walk straight down a hill you’ll have to climb back up in 90-degree heat.

If your dream is a house where waves are visible from your pillow and the ocean is literally at your doorstep, budget closer to $500,000-$1,000,000+ for a titled property, or look seriously at concession properties with the right legal guidance (but honestly, they are not for most people).
